The Manassas & Manassas Park Cities Democratic Committee hereby announces that it will hold an unassembled caucus between 12 noon and 2:00 p.m. on Saturday, April 19, 2008 in the first floor conference Room of the Manassas City Police Station at 9518 Fairview Avenue in Manassas for the purpose of electing 7 delegates and 3 alternates from Manassas City and 2 delegates and 1 alternate from Manassas Park to the 10th Congressional District Democratic Convention and the 2008 Virginia Democratic State Convention.
Absentee voting will be held on Thursday, April 17, 2008 from 6:00 p.m. to 7:30 p.m., also at the Manassas City Police Station.
Any person wishing to seek election as a delegate or alternate for one of the two Democratic Presidential Candidates must file an application with EJ Scott, Chair of Manassas & Manassas Park Cities Democratic Committee at 10127 Grant Avenue, Manassas, VA 20110 no later than 5:00 p.m., Monday, April 14, 2008. A voluntary administrative fee of $20.00 (which may be waived) will be charged at the time of filing for those wishing to be elected delegates or alternates, a $5.00 fee each for the Manassas & Manassas Park Caucus and the 10th Congressional District Convention. And a $10.00 fee for the 2008 Virginia Democratic State Convention.
There is no charge for those wishing to attend and vote at the Manassas or Manassas Park Caucus.
Any person attending each caucus, before participating in that caucus, shall sign a standardized Caucus Participation Form stating that he/she is a Democrat, does not intend to support any candidate who is opposed to a democratic nominee in the ensuing general election, believes in the principles of the Democratic Party, and is a registered voter in such precinct or county or city. Caucus Participation Forms must be filled out at that City’s Caucus prior to voting. The caucus will conclude promptly at 2:00 p.m. at which time the doors will be closed and no person may complete a form or vote after that time with the exception of those persons in line at 2:00 p.m.
If only one person files for each delegate or alternate position, the caucus will be cancelled. In this event, the Chair will publicly announce the cancellation, proclaim the individuals properly filed as the duly nominated delegates and alternates, and so advice those individuals.

Whereas, it is the duty of the Manassas & Manassas Park Cities Democratic Committee (MMPCDC) to issue the Call to Caucus for the purpose of electing 7 delegates and 3 alternates from Manassas City and 2 delegates and 1 alternate to the 10th Congressional District Democratic Convention and the Virginia Democratic State Convention.
Now, therefore, be it resolved that the Manassas & Manassas Park Cities Democratic Committee hereby issues the Call to Caucus to convene an unassembled caucus at 12:00 noon, Saturday, April 19, 2000, at the Manassas City Police Department Conference Room at 9518 Fairview Avenue in Manassas Virginia for the sole purpose of electing delegates from Manassas and Manassas Park to the 10th Congressional District Convention and the Virginia Democratic State Convention, and the following provisions shall govern the caucus, to wit:
From Manassas City: 7 delegates and 3 Alterntes
Clinton - 3 Delegates and 1 Alternate
Obama - 4 Delegates and 2 Alternates
From Manassas Park: 2 delegates and 1 Alternate
Clinton - 1 Delegate and 0 Alternate
Obama - 1 Delegate and 1 Alternate
1. Prefiling: Those wishing their names to be placed on the ballot at the Caucus shall prefile their candidacy by 5:00 p.m. on April 14, 2008, with the MMPCDC Chair, EJ Scott at 10127 Grant Avenue, Manassas VA 20110.
2. Voluntary Administrative Fee: There shall be a voluntary administrative fee of twenty dollars ($20.00) for each person filing for delegate, payable to the MMPCDC. Payment of this fee is completely voluntary. No statement is required in order to waive payment.
3. Notice Requirements: The MMPCDC shall cause to be published the time, date, and location of the Caucus at least 7 days prior to the Caucus, but not more than 2 weeks before the Caucus. All notices may be published in a paid political advertisement in a newspaper of general circulation or post the announcement on the Democratic Party of Virginia webite or posted on the local committee website and email notices and a press release.
Notice of the prefiling deadline for delegate and alternate positions may be published in a newspaper of general circulation in the locality of at least 7 days before the prefiling deadline but not more than 2 weeks before the deadline. In lieu of a newspaper ad, a committee may post the announcement on the Democratic Party of Virginia webite, posted on the local committee website and email notices and a press release sent out.
4. Conduct the Caucus: The doors to the Caucus will be opened at 11:30 a.m. Check-in will occur beginning at 11:30 a.m. Persons must identify themselves as voting in the Manassas City or Manassas Park Caucus. They must also identify if they are voting in the Clinton or Obama Caucus.
Caucus participants may begin voting at 12 noon. After ones vote has been cast, participants may leave the caucus at their leisure. The doors to the caucus will be closed at 2:00 p.m. and no further persons may enter except those in line at 2:00 p.m., who will be permitted to complete the check-in process and will be permitted to participate.
The Chair of the MMPCDC or his/her designee shall be the Temporary Chair of the Caucus and shall appoint a Temporary Secretary and such other Temporary Officers of the Caucus as is deemed appropriate. The order of the Caucus shall be determined by the Chair of the Caucus, Robert’s Rules of Order, and the Virginia Democratic Party Plan.
5. Affirmative Action: It shall be the duty of each local precinct Democratic chair and the members of each local Democratic Committee to take all feasible steps to encourage broad participation in the delegate selection process. Discrimination on the basis of race, sex, age, color, national origin, religion, ethnic identity or economic status in the delegate selection process is prohibited. The MMPCDC shall make every effort to ensure that the Manassas City and Manassas Park delegation is half-male and half-female.
6. Call Distribution: It shall be the duty of the MMPCDC Chair to distribute a copy of the Call to Caucus. It shall further be the duty of the MMPCDC to cause this Call to Caucus to be publicized through the news media of Manassas & Manassas Park as is feasible.
The 10th District Democratic Convention will be held at Heritage High School in Leesburg, VA from 10 am to 12 pm.
The Democratic Party of Virginia State Convention will be held on June 14, 2008 at the Hampton Roads Convention Center in Hampton, VA.
